Letter to Pennsylvania Governor Tom Wolf in Opposition to HB 103, CHLP (2022)

On November 2, 2022, CHLP sent a letter to Pennsylvania Governor Tom Wolf urgently requesting that he veto HB 103. The legislation creates two new, unnecessary, and broadly applicable felony offenses and subjects people with communicable diseases to harsh penalties. These penalties will further discourage people from connecting to testing and care by criminalizing their health status. The bill also needlessly criminalizes conduct that cannot result in the transmission of HIV.

CHLP also asked that Governor Wolf agree to meet with CHLP, Positive Women's Network-USA, and local advocacy groups and pledge to end the criminalization of people living with HIV in Pennsylvania. Unfortunately, Governor Wolf signed HB 103 into law on November 3, 2022.
