Letter in Opposition to PA SB45, At The Center (2026)

This sign-on letter was submitted to Pennsylvania legislators before SB 45 was scheduled for a Senate floor vote on June 1, 2026. Coordinated by At The Center in partnership with the National Survivor Network, the letter opposes SB 45 and urges the Pennsylvania State Senate to vote against the bill or table it pending further review and meaningful input from survivors and other directly impacted communities.

The letter was developed by criminalized survivors of trafficking and people with lived experience in the sex trade. It provides a detailed analysis of how SB 45 could affect survivors, people in the sex trade, and their support networks, drawing on the perspectives of those with direct experience of trafficking, criminalization, and related systems.

At The Center builds power with criminalized survivors of gender-based violence and sex workers to dismantle the sexual abuse-to-prison pipeline and disrupt intergenerational cycles of violence. The National Survivor Network is a professional membership community for survivors of human trafficking engaged in or preparing for leadership in the many movements to end violence.
