CHLP Joins 67 Organizations in Expressing Strong Opposition to Proposed Public Charge Rule

In comments submitted to the Federal Register in December, CHLP joined a coalition of 67 HIV advocacy organizations in opposing the Department of Homeland Security’s (DHS) 2025 proposed Public Charge rule. This updated public charge rule would rescind the 2022 Biden Administration public charge rule.

Authored by Positive Women’s Network, the letter highlights the significant and deeply harmful chilling effects the proposed rule would have on access to healthcare, and specifically addresses the harm the rule will cause to people living with HIV, people vulnerable to HIV, and public health efforts to end the HIV epidemic. It urges DHS to withdraw the proposed rule in its entirety and instead restore and maintain the clear, limited standards of the 2022 Public Charge Rule.

The Trump Administration proposal is designed to cause chaos, fear, and harm. If enacted, the proposed rule will place immigrant families at risk of losing access to essential health, nutrition, and social services and harm immigrants living with and vulnerable to HIV, especially those who are women, are gender expansive people, or who already face racial, linguistic, and structural inequities.
