Description

The National HIV/AIDS Strategy (NHAS) Implementation Plan sets short term Federal benchmarks as well as longer-term mandates for multiple federal agencies responsible for putting the NHAS into action. The White House Office of National AIDS Policy (ONAP) will provide oversight and manage interagency coordination implementing the NHAS. ONAP will also provide an annual report analyzing the information provided by various departments and states on the progress towards achieving the goals of the NHAS. President Obama has also issued a Presidential Memorandum to the heads of various Federal agencies requiring them to provide a report in 150 days, approximately December 2010, outlining how they will address the goals of the NHAS.

Absent from the NHAS Implementation Plan is "carrot and stick" incentives to move forward elements of the plan, including controversial initiatives intended to address the problem of HIV-specific state criminal laws across the country. Funding commitments -- whether to ensure universal access to care or to motivate state compliance with civil rights expectations in the NHAS – are absent.
