H.R. 1843, the Repeal Existing Policies that Encourage and Allow Legal (REPEAL) HIV Discrimination Act, was introduced on May 7, 2013 by U.S. Congresswoman Barbara Lee (D-Calif.) and Congresswoman Ileana Ros-Lehtinen (R-Fla.). The bill addresses the serious problem of discrimination in the use of criminal and civil commitment laws against those who test positive for HIV, and provides incentives for states to explore repeal or reform of laws and practices.
