Housing Opportunities for Persons with AIDS (HOPWA) is a United States Department of Housing and Urban Development (HUD) program that seeks to provide stable housing for low-income people living with HIV and their families. This fact sheet analyzes various facets of the program including past performance, allocation of funds, and future goals. Recipients of HOPWA funds assisted over 60,000 low-income households with a range of housing needs, including rental assistance, mortgage and utility payments, and supportive housing facilities. HOPWA reports it has been able to find stable housing for the majority of its clients and obtain at least temporary arrangements for nearly all of them. HOPWA's mission – to create strong, sustainable, inclusive communities and quality affordable homes for all – derives from the demonstrable fact that having a safe home promotes positive health outcomes, an increasingly visible element of national HIV initiatives and strategies, including the National HIV/AIDS Strategy.
