Updated: Mapping HIV Criminalization Laws in the U.S.

The new release of CHLP's HIV criminalization maps represent a substantial update resulting from a comprehensive research process and updated methodology based on CHLP’s Sourcebook on State and Federal HIV Criminal Law and Practice.

Louisiana Enacts Significant Reform of HIV Exposure Law

Louisiana took a significant step toward ending HIV criminalization after Governor Jeff Landry signed House Bill 808 into law on May 15, 2026. The legislation narrows the state's HIV exposure law by limiting prosecutions to conduct that poses a substantial likelihood of transmission and creates new protections for people living with HIV.

Federal Court Allows Landmark ADA Challenge to Proceed Against Tennessee HIV Criminalization Law

On March 31, the U.S. District Court for the Western District of Tennessee issued a ruling on a motion to dismiss in OUTMemphis v. Lee, allowing a first-of-its-kind challenge to an HIV criminalization law using the Americans with Disabilities Act (ADA) to move forward.

CHLP Convenes National Team ATAC Partners in Chicago to Advance ADA Challenges to HIV Criminalization

Earlier this month, CHLP convened attorneys, advocates, and law students in Chicago for a two-day summit focused on strengthening legal strategies to challenge HIV criminalization laws using the ADA.
